Serial killer’s life spare

CHANDIGARH: Taking a global view on capital punishment, the Punjab and Haryana High Court bench refused to hand down death sentence to Satish, a serial killer. Disposing the appeal filed by Haryana government, the division bench of justices Adarsh Kumar Goel and SD Anand concurred with the verdict of a trial court against awarding death sentence to serial killer Satish Kumar of Bahadurgarh district in Jhajjar. However, the bench has stated that the convict must stay behind bars for a total of 20 years and not be released in any case before the term is completed. The state had sought enhancement of sentence by awarding him death penalty.

Satish was arrested in 1998 in connection with an FIR registered on Sepember 7, 1998, at police station, Bahadurgarh, on the complaint of a woman whose six-year-old daughter had gone missing some days before and whose body was later found. The accused used to rape and kill minor girls, and he was awarded rigorous life imprisonment in eight such cases. While deposing before the magistrate after arrest and having undergone polygraph test, he confirmed having done this to 14 victims.

Justice Goel speaking for the bench observed that though the crime committed by the accused is very heinous indeed, and may be one of the rarest of rare cases, but after weighing all circumstances and taking a global view, the extreme sentence of death sentence is not called for.

2 MLAs send post-dated resignations

CHANDIGARH: Haryana Vidhan Sabha has received the post-dated resignations of two Bhajan Lal-supporters through fax though Bhajan Lal’s resignation has still not been received. However, sources said despite the receipt of resignations, copies of the showcause notice for their disqualification as MLAs, which were to be served upon the three, would be sent once again to the respective SDMs, who would paste the notices on the respective MLAs’ houses. Meanwhile, HPCCommittee spokesperson Ved Parkash Vidrohi has said that Bhajan Lal, Dharampal Malik and Rakesh Kamboj were only trying to avoid anti-defection law by submitting post-dated resignations.

Mohali to get its very own Pragati Maidan, says Sukhbir

Chandigarh: Mohali and Greater Mohali will see an investment of Rs 2,000 crore to Rs 3,000 crore in infrastructure, Shiromani Akali Dal (SAD) acting president Sukhbir Singh Badal said on Tuesday. He also announced that the government is planning to develop a ground in Mohali on the lines of New Delhi’s Pragati Maidan for holding international and national fairs and exhibitions.

Sukhbir was speaking at a ceremony to lay the foundation stone of the 200-acre integrated township project of the Taneja group (TDI) in Mohali. He said the government wants to showcase Mohali as the future city of the country. “International airport, metro rail for tricity, Mohali-Phagwara Expressway, widening of existing roads to four or six-lane and the masterplan of Greater Mohali, which is being prepared by Singapore firm Zurong International, are all steps in this direction,” he said.

Interestingly, private developers, who did not find a friend in the Shiromani Akali Dal earlier, now have the Akali government eating out of their hands. Chief Minister Parkash Singh Badal, who was to lay the foundation stone, could not make it for the event.

Haryana tableau on R-Day a tribute to 1857 revolt

Chandigarh: The Haryana tableau at 59th Republic Day Parade in New Delhi will depict the role and participation of Haryana in the First War of Independence in 1857, which is a tribute by the people of the state to the freedom fighters.

The front section of tableau would depict the scene of Rohnat village near Hansi of Hisar district, which was completely destroyed by the British. The scene would also be reminiscent of the tragic and sad episode of Rohnat wherein hundreds of people jumped into the village well and died. The well is a reminder of the great sacrifice of the people of Rohnat village.

In the back portion of the tableau, the revolutionaries will be depicted being killed by the British Army. The statues of four brave warriors of Haryana — Raja Nahar Singh, Rao Tula Ram, Nawab Abdul Rehman and Lala Hukam Chand Jain — have been made for this section. A spokesman said the people of Haryana were in the forefront during the mass revolution of 1857.

The magistrate of Panipat, McBhirter, was killed in the beginning of the revolt. The revolutionaries, especially the soldiers of the British Army from Rohtak, revolted against the government under the leadership of a soldier of British force, Tafjal Hussain, who was an ambassador of Emperor Bahadur Shah Zafar. They attacked Sampla and set the houses of the British on fire. Hundreds of people were hanged to death from trees near the court in Rohtak. Rao Krishan Gopal and Rao Tula Ram of Rewari fought against the British force near Nasibpur and Rao Kishan Gopal sacrificed his life in this battle.

2 Rewari men let off in rape, murder case

Chandigarh: “Be extra cautious while handling cases dealing with circumstantial evidence and do not get carried away by emotion.” In an important judgment while acquitting two Rewari residents convicted for life from charges of rape and murder, the Punjab and Haryana High Court today gave these directions to the lower courts.

“When a case is based on circumstantial evidence, the court is bound to be extra cautious because circumstantial evidence has its own limitations. Before acting on that evidence, the court must first see whether the circumstances put forward are sufficient to satisfactorily bring home the guilt of the accused or not. The established circumstances must not only be consistent with the guilt of the accused, but at the same time, they must be inconsistent with his innocence,” the High Court held.

The significant judgment was pronounced by a Division Bench headed by Justice J.S. Khehar of the High Court in a case of rape and murder of a six-year-old girl, a resident of Rewari. The two accused involved in the case, Ravinder Kumar and Mukesh, residents of Rewari, were convicted for life on the basis of circumstantial evidence. The two were held guilty by the trial court on April 16, 2002.

Residents can take a shortcut, get vehicles registered at Panchkula

Panchkula: In a major relief for residents of the district, vehicle registration will now be possible in Panchkula.

Till now, residents of Panchkula district had to go to Ambala to get a National Crime Record Bureau certificate.

Panchkula now joins Madhuban, Gurgaon and Rohtak districts of Haryana, which also have this facility.

“It was a major harassment for residents of the district to go to Ambala for NCRB certificates. This was after the Chandigarh branch in Sector 9 refused to issue certificates to residents of the district. Now onwards, they can get their NCRB certificate from the Mini Secretariat in Sector 1,” said Superintendent of Police, Panchkula, Sandeep Khirwar.

The certificates will be made available by the Crime Record Officer, whose office is on the first floor of the Mini Secretariat.

Till last month, people had the option of getting NCRB certificates from Chandigarh.

Atul Gupta, a resident of Sector 9 of the city, said, “It will be a big relief for us. Going to Ambala for a certificate means wasting the entire day. Besides, it was a big harassment”.

18 months from now, fly to Dubai, London’

Chandigarh: If all goes well, international flights to Dubai, London and other destinations will begin in the city in a matter of 18 months.

An official said, “Initially, the proposal is to start with weekly or bi-weekly international flights to Dubai by April 2009. Later, London, Vancouver, New York, Singapore, Kathmandu and other European destinations will be added to the list.”

Sources said the existing terminal building, with a capacity to cater to two hundred passengers, is being expanded at an estimated cost of Rs 80 crore to facilitate five hundred passengers at a time. It’s going to take 18 months for the project to finish.

The new terminal building will be centrally air-conditioned with a built-up area of 12,150 sqms, equipped with modern passenger-friendly facilities that are a common sight at other international airports. These include boarding bridges with visual docking guidance system, escalators, elevators, in-line baggage conveyor system in the arrival as well as departure hall, CCTV and car parking facilities.

At the present apron, only three aircraft can be parked- two Airbus 320 and one small one ATR-72 type aircraft. Once work on the new building and apron is finished, there will be space for four Airbus 320s, said sources.

Metro rail may also usher in a modern bus service for city

Chandigarh: Apart from the metro rail system, the coming few years are also expected to give the city a modern bus service efficiently linked to all metro stations.

For this, the Centre has asked the UT Administration to prepare a Comprehensive Mobility Plan for the entire region including the UT, Mohali, Panchkula, Kharar, Dera Bassi, Zirakpur, Kalka, Pinjore, Baddi and Morinda.

The administration received the formal minutes approving the Grade Separated Metro Rail project for Chandigarh and the neighbouring towns in Punjab, Haryana and Himachal.

The CMP, along with a Detailed Public Report, will be prepared to suggest a mix of different modes of connectivity in the region. Both the reports will be sent to the Ministry after chalking out the details of the metro rail project in terms of funding model, exact routes and other technical nitty gritties.

Grade Separated Metro means the study will include underground, surface and elevated metro rail.

The ministry has recommended that “underground length be restricted to heritage areas”. This means that the entire city grid will have an underground metro, which costs nearly three times as much as the surface system.

High Court upholds life term for serial killer

Chandigarh: Expressing shock over a series of attempt to rape, rape and murder of girls by a serial killer, the Punjab and Haryana High Court today upheld his life imprisonment.

Dispensing away with the judgment against an appeal filed by the serial killer, Satish, a resident of Haryana, a Division Bench headed by Justice A.K. Goel of the High Court held that the accused should be made to stay behind bars for a minimum of 20 years. Satish was booked on charges of rape, murder, molestation and abduction. He was held guilty by the trial court in as many as nine cases of raping and murdering nine girls, all below 10 years of age.

Satish, who is behind the bars for more than 10 years, had moved the High Court in appeal, seeking that his conviction be set aside. It may be mentioned here that Satish was held guilty by the trial court after he had confessed to his heinous crimes before a Judicial Magistrate. Satish had moved the High Court, taking the plea that he had not confessed anything and all the confessions made were not recorded properly.

Six state kids to get National Bravery Award

Chandigarh: Six children from Haryana will be awarded for bravery by Prime Minister Dr Manmohan Singh on the occasion of Republic Day on January 26 in Delhi.

Stating this today, vice-president of Haryana State Council for Child Welfare Asha Hooda said the children nominated for the National Bravery Award-2007 include five boys, three of whom would get the award posthumously, and one girl.

The three boys who will get the National Award posthumously are Abhishek and Suraj of Gurgaon and Amol Aghi of Panipat. The other three are Ankit Rai of Faridabad and Amarjeet and Babita of Sonepat.

Seven-year-old Abhishek and nine-year-old Suraj of Gurgaon sacrificed their lives while saving the life of six-year-old Lucky, who had slipped into a water tank in Aurangnagar village in Bhiwani on March 22, 2007. The District Child Welfare Officer, Bhiwani, had recommended the names of these two children for the National Bravery Award.

Amol Aghi (15), who would also be conferred the National Bravery Award posthumously, lost his life while fighting some miscreants when they tried to steal a car parked outside his house on December 11, 2006. For his exemplary courage, he was awarded a certificate of appreciation by the Panipat District Administration on the occasion of Republic Day celebrations last year. He was also presented the Bhagwati Parkash Bhatnagar Memorial Award for striving for excellence and service for sacrifice by Haryana Governor Dr A.R. Kidwai on August 21, 2007.
