DGP to cops: Cut cavalcade expenses

Saturday, December 15th, 2007

CHANDIGARH: Status symbols flaunted by senior IPS officers in the form of big cavalcades could be history soon. Punjab DGP NPS Aulakh has decided to clip the wings of these IPS officers by asking them to cut down on the number of cars. He thinks this could be the immediate contribution of the department to address the concern of finance minister Manpreet Badal about the worsening fiscal condition of the state.

To know the exact number of vehicles attached to various IPS officers, he has asked all the HoDs to submit the monthly report of the resources used for the upkeep and daily functioning of the official cars.

Other than this, he has asked for details about the manpower allotted to various IPS officers.

The DGP called a meeting of all the HoDs on Friday, who are mainly posted at police headquarters, asking them to return if they have more than the stipulated number of vehicles and manpower.

This comes in the wake of various complaints to the DGP and to other authorities of misuse of official resources by the IPS officers. “Our main aim is to enlist official vehicles and manpower, which are unofficially attached to various officers,” said the DGP. But what he apparently forgets is that he himself has eight vehicles in his cavalcade, the highest in number.

5 cases handed over to CBI

Saturday, December 15th, 2007

CHANDIGARH: It will not be easy for CBI sleuths to take the Moga sex scandal case to its logical end. Sources said it was not one but five cases which were handed over to the CBI. They said these were registered under various charges, including rape and corruption.

Two woman complainants, on whose statements a rape case was registered against some influential persons, were also booked under the Prevention of Corruption Act (PCA) by Punjab police. The suspended SHO of city-I police station, Moga, Raman Kumar, who surrendered before the investigating agency on Thursday, was sent to eight-day police custody on Friday.

A senior CBI official said the rape case was registered against 12 persons, including a municipal councillor and husband of a woman municipal councillor.

Amarjeet Singh, who was an SHO then and was given the charge to investigate the case was later booked along with both woman complainants in a corruption case. Amarjeet Singh was dismissed following allegations of his involvement in the sex scandal case.

CBI sources said SHO Raman Kumar was arrested in a PCA case and his statement might reveal that some senior politicians and bureaucrats were involved in the scandal. The Punjab police already filed a chargesheet in connection with the rape case.

MC to check haphazard construction

Saturday, December 15th, 2007

Mohali: The municipal council here has been given powers to check haphazard construction in villages where, after the property boom, big buildings have come up as per the owner’s whims.

So far, neither GMADA nor the council had the powers to rein in the builders and the villages were turning into a jungle of concrete structures.

The recent notification of the Punjab department of local government of SAS Nagar has given the civic body the authority to implement the byelaws in the entire area within the jurisdiction of the council, including four villages. The byelaws can be extended to such other areas as the state government may extend by notification. These building byelaws shall come into force with immediate effect.

Executive officer of the council J.S. Thind said building plans were earlier cleared by GMADA but the latest notification had now empowered the civic body to carry out work in the area falling under its jurisdiction.

He said even though the notification had authorised the council to clear building plans, the no objection certificates for the building plans would still be given by GMADA.

Highway Row

Panchkula: The removal of encroachments from national highway 22 in the wake of four-laning of the Zirakpur-Parwanoo highway threatens to snowball into a major political controversy with the BJP today announcing that a public meeting will be held at Kalka on December 16.

Addressing a press conference here today, party leaders, including former MP Rattan Lal Kataria, president of the Panchkula unit Shyam Lal Sachdeva, party activist Nardev Sharma from Kalka, demanded the resignations of Haryana deputy chief minister Chander Mohan and local MP and union minister of state for urban employment and poverty alleviation Selja for their alleged failure in protecting the interests of the residents and shopowners.

Alleging that the administration was not ready to listen to the public, Kataria said none of the two leaders raised their voice against the injustice meted out to the people at various forums.

Nardev Sharma said the administration should find alternatives to the problem and in case it wanted to uproot the people in order to widen the highway, it should acquire the land that belonged to the residents.
