Aid for parents of martyrs

CHANDIGARH: In what would come as a major relief for kin of martyrs, it now transpires that the Centre has amended relevant regulations to include parents as ‘‘members’’ of such families. Earlier, only wives and dependant children were categorized as “family”.

Disclosing this on Monday before chief justice Vijender Jain and justice Mahesh Grover of the Punjab and Haryana High Court, Nirmaljit Kaur, assistant solicitor general of India added that the complete notification is yet to come in her hand.

The statement came during the resumed hearing on a PIL that sought directions from the defence ministry on the issue. Kaur, however, clarified that certain terms were attached for grant of pension.

Marriage Act: Objections invited

CHANDIGARH: The Haryana government has, on Monday invited the objections and suggestions on the draft of Haryana Compulsory Registration of Marriage Bill, 2007 so as to enact an Act.

Those who wish to file their objections after viewing the draft can do so by visiting the official website www.hry.nic.in.An official release said that the marriages act would be extended to Haryana and would come into force on a date to be notified by the state government in the official gazette. After the date of commencement of the act, every marriage solemnized in the state shall be registered.

Will probe corruption charges against Virbhadra Singh, says Dhumal

Chandigarh: The BJP National President Rajnath Singh named Prem Kumar Dhumal as the party’s candidate for Himachal Pradesh Cheif Minister in the upcoming assembly elections.

Dhumal said that a competent authority would probe allegations of corruption against Himachal CM, Virbhadra Singh. Dhumal said; “No guilty persons will be spared and no innocent person will be harassed.”

Dhumal said the controversial Ski Village project, promoted by Ford will be reviewed, as there are several prima facie anomalies in it. “The requisite clearances have not been taken. There are environmental concerns also. We will review the entire project and ensure that the best interests of the state are met,” Dhumal said.

On the allotment of party ticket to former BJP ministers and MLA’s, who during Dhumal’ s tenure as CM had leveled corruption charges against him, the former CM said that they had withdrawn their allegations. “They had expressed their repentance over the issue. Its fine if they have been given tickets,” Dhumal said.

Dhumal also rubbished talk about his triumph over former Union Minister Santa Kumar in the race for the BJP chief ministerial candidate. “I am thankful to Shanta Kumar. The party will work under his able guidance,” he said.

Doc’s second suicide bid fails to deter officials from demolishing illegal shops

Panchkula: The demolition drive at Old Panchkula took a nasty turn when the owner of Akash Clinic, Akash Goel, attempted to commit suicide by consuming poisonous substance after his clinic was demolished by a team of PWD (B and R), NHAI and HUDA officials today. This is the second time Goel has resorted to such a step. Earlier, on the first day of the drive, he tried to set himself ablaze after officials tried to demolish his clinic. But today, amidst heavy deployment of police force, as many as 30 illegal shops at Old Panchkula were brought down.

“Despite requesting the authorities to give us some time, my brother was arrested by the police and taken to Sector 5 police station, while his clinic was being demolished. As he was under depression, he consumed some poisonous substance at the police station after which he was rushed to the general hospital in Sector 6,” said Abhishek Goel, brother of Akash. He also said his brother was reported to be out of danger now.

Duty Magistrate Satish Kumar claimed as many as 10 complete and 20 half-built shops were demolished during the joint drive today. Today, only the encroached area of NHAI and PWD (B and R) were cleared, the area with the HUDA will be gradually made encroachment free, he added. Speaking of the owner of Akash Clinic, he said the doctor had lost the case in High Court after which a period of two months had been given to him to vacate the place.

Panchkula DC Rajender Kumar Kataria, SDM Varinder Singh Dahiya, PWD (B and R) officials, NHAI officials, Estate officer, Monika Malik were also present during the drive.

Mid-term budget review: Admin achieves yearly targets

Chandigarh: The review of budgetary performance in the first seven months of the financial year was conducted. The report claims that the UT Administration has managed to over achieve all targets alloted for the current year, according to the Budget estimates.

The utilisation of Plan allocation is 60 per cent against the utilisation of 52 per cent during the corresponding period last year. Out of total budgetary allocation of Rs 267.63 crores, Rs 161.41 crore has been utilised.

Similarly, under the Non-Plan expenditure, the overall expenditure stands at nearly Rs 770.09 crore against the allocation of Rs. 1150 crore. After adjusting the recoveries, Non-Plan Expenditure on net basis is estimated to be nearly Rs 651.57 crores, which is 78 per cent of the net allotted expenditure.

The realisation of the Revenue Receipts is Rs 849.91 crore, falling short of the expected target of Rs 1278.62 crore. On the other hand, Tax Revenue is Rs 500.18 crore (61 per cent) against the target of Rs 820.10 crore.

The realisation under ‘Sales Tax’ is Rs 378.84 crore against the target of Rs 570.00 crore. Most of these figures saw an increase in expenditure and revenue, as compared to last year.

Sources said that the increase could be attributed to better monitoring and supervision by the Sales.

UT Adviser inaugurates e-Gram Sampark Centre at Behlana

Chandigarh: The UT Adviser Pradip Mehra inaugurated an e-Gram Sampark Centre at Behlana village on Monday. Nearly seven similar centres are currently operating in villages in the UT region. More villages will be brought under the ambit of these gram sampark centres by year-end.

All the centres have been constructed by renovating old buildings. Mehra assured that these centres would provide adequate opportunities to the local populace and improve the quality of life in the region. He said the centre will not only provide the public utility services, but will act as a Rural Knowledge Centre.

Further, the villagers will be able book irrigation facilities for their agricultural land. The Adviser claimed that the facility would be available in all gram sampark centres. Many senior officials were also present at the function.

Final decision on MRTS likely in today’s meet

Chandigarh: The meeting of the 10-member committee headed by the Chairman of Centre for Policy Research, New Delhi, K C Sivaramakrishnan, for reviewing the recommendation of RITES Consultants for Mass Rapid Transport System (MRTS) project in Chandigarh region will be held at the UT guest house on Tuesday.

This is likely to be the final meeting of the committee to decide on the mode of MRTS for Chandigarh and its adjoining areas. After the initial recommendation, the committee now includes representatives from Punjab, Haryana, Himachal Pradesh and the UT.

Though the initial brief given by the Centre to the committee was to give a final recommendation within three months, the members have already exceeded the allotted time by a couple of months.

“The final recommendation of the mode of transport should be decided tomorrow in the meeting,” said UT Chief Engineer V K Bhardwaj, who is also the convener of the meeting.

The deliberations in the last meeting concentrated on checking the viability of metro rail, monorail and bus-based systems for the region.

Expect prompt action with ISO certification to police station

Chandigarh: City residents can now look forward to speedy redressal of their grievances, flawless investigation and prompt action on their complaints with the Sector 17 Police Station becoming the first police station to get the prestigious international certification ISO-9001:2000.

Sector 17 police station is going to be the first police station in the entire region, including Chandigarh, Punjab, Haryana and Himachal Pradesh, to be awarded with the certification. UT Administrator General (retd) S F Rodrigues is going to present the award to UT Inspector General of Police S K Jain.

The ISO-9001:2000 certification was recommended for Police Station-17 on August 31. The Sector 17 Police Station is the first police station of the city, which was established on November 1, 1966.

According to Inspector Kulwant Singh Pannu, Station House Officer, Police Station-17, the ISO-9001:2000 certificate is being provided by Moody ICL Certifications Limited, a subsidiary company of Moody International, UK, which provides ISO-9001:2000 certification to service providers around the globe. The company’s head office is in China.

PU colleges may get authority to conduct exams, declare results

Chandigarh: The Panjab University (PU) is contemplating giving autonomy to its colleges to conduct exams for first and second year BA classes. The exam for the final year will be, however, conducted by the university itself. The PU Vice-Chancellor has constituted a committee for the same.

According to the proposal, every college would conduct its own exam, set the question papers and get the answer sheets checked. The university would award degrees to the students on the basis of final year exam results.

Principal of GGDSD College, Sector 32, Dr A C Vaid, who is a member of the committee, said it would be a very positive step. “It is the need of the hour to give autonomy to colleges. It would reduce the burden on the university. A large number of students appear in the BA exams. The number reduces by the final year. The colleges would be able to collect the examination fees and then bear the cost of conducting the exam,” added Dr Vaid.

Though conducting exams is a source of revenue for the university, but of late it had been facing problems during declaration of results. The number of students has increased over the years, increasing the workload. The proposal also has the support of the University Grants Commission.

Accidents claim two in 24 hrs

SAS Nagar: Two youths were killed in two separate accidents in the tricity in the last 24 hours.

A computer engineer, who was staying as a paying guest in Sector 68, was killed in an accident last night in Mohali, while a 26-year-old youth was killed when a Haryana Roadways bus ran over him.

According to information, Sukhdeep Singh, a computer engineer, was on his way to Chandigarh to drop his colleague Kinsy Garg when a jeep (registration number RJ-7661) hit his motorcycle. Sukhdeep and Kinsy were injured in the incident, besides the jeep’s driver, Karanbir Singh, who also received injuries.

All the three were admitted to Fortis Hospital where Sukhdeep Singh died late last night. Police have registered a case under sections 279, 427, 304A of the IPC against Karanbir Singh, the driver of the jeep. The body of Sukhdeep Singh was handed over to his family after the post-mortem examination.

In the second incident, a 26-year-old resident of Sector 15, Panchkula, Kuldeep Kumar died after he fell from a Haryana Roadways bus in Sector 1, Panchkula, near the Government College today.

The youth, working with the Haryana PWD (B&R) department, was on his way to work when the accident took place. The body of the youth was handed over to the family after post-mortem examination conducted at General Hospital, Sector 6, Panchkula.
