Securitymen issue nettles police forces

Monday, November 26th, 2007

Chandigarh: The city police and the Punjab police are at loggerhead over the withdrawal of security personnel working under the jurisdiction of one another.

While the Chandigarh police wants to withdraw around 20 securitymen attached with the security setup of Punjab chief minister Parkash Singh Badal and his son Sukhbir Singh Badal, the Punjab police has retaliated by claiming that it will be forced to withdraw the security reserves it has attached and kept at the disposal of the Chandigarh police for managing protests and those providing security to subjects of Chandigarh police.

It all started a few days ago when the Chandigarh police wanted back a group of securitymen of the Indo-Tibetan Border Police at the Sector-9 private residence of the Badal family and some others of the Chandigarh police also attached with the family.

The ITBP men were originally attached with the Chandigarh police for security duty but were sent to the security setup of the Punjab chief minister.

A handful of policemen of the Chandigarh police had been with the Badal family for years even when the family was out of power.

School expels 14 drivers

Chandigarh: The safety of students of Ryan International School, Sector 49, was today “compromised” when the authorities handed over the school buses to conductors having no experience of driving.

It all began this afternoon when the school authorities expelled 14 drivers following an internal disagreement.

If these drivers are to be believed, it is the security of children which has been put to risk by allowing “unskilled” persons to drive the buses.

“Conductors who do not possess valid driving licenses drove the buses today,” alleged Varinder Singh, one of the expelled drivers.

Though the transport in charge of the school, Naveen Kiran, denied these allegations, he could not produce the day’s duty chart of the bus drivers. “Today’s duty chart has not been prepared yet, but we can show it later,” was his reply.

The authorities claimed that they had dismissed only two drivers — Rajinder Singh and Jasbir Singh — as they were “negligent” in performing their duties. “The others declined to perform their duties this morning to express their solidarity with the two,” said Gurdeep Singh Walia, transport contractor.

HC judge number to go up

Monday, November 26th, 2007

CHANDIGARH: Reeling under the twin woes of never-ending backlog of cases and excessive workload on judges, Punjab and Haryana High Court is finally poised to get some respite. The Union ministry of law has increased the sanctioned strength of judges in the high court by 15.

Sources said the increase would raise the total sanctioned strength of judges to 68 from the current 53. Against the new sanctioned strength of 68, only 37 judges are working at present, thus implying a shortage of 31.

With five new judges set to take oath within a few days, the working strength will rise up to 42, though a shortage of 26 judges will still remain. There is some good news for lawyers too. The increased sanctioned strength has boosted their chances to make it to the coveted Bench. As many as 19 judges will be appointed through the advocates quota and seven will come through the promotions from the lower judiciary.

Significantly, The Times of India had reported earlier this month that the law ministry was mulling over the modalities of increasing the sanctioned strength of judges and there would be a change in numbers soon.

It was mentioned in the report that Punjab and Haryana High Court was under the ministry’s radar because of the enormous workload on the judges. The extent of the burden can be gauged from the fact that each high court judge ends up handling nearly 2,900 cases in a year. The figures assume greater gravity when pitted against the national average of nearly 2,400 cases for every high court judge.

Kiran gears up for show of strength

Monday, November 26th, 2007

CHANDIGARH: Congress president Sonia Gandhi will address a public rally organised by the Forests and Tourism Minister Kiran Choudhary on Wednesday, to mark the birth anniversary of former minister Surender Singh, who was the husband of Kiran Choudhary.

Though, the forest minister categorically claimed the rally to be yet another effort at displaying state’s solidarity with the party and their inveterate faith in the Congress president Sonia Gandhi, but if one goes by timing, occasion and political situation within the party as well as the state, it categorically hints towards Choudhary’s attempt of hitting three birds with one stone.

A formal induction of Shruti Choudhary, former chief minister’s grand-daughter and Kiran Choudhary’s daughter into the state politics as Rahul Gandhi’s lieutenant, an attempt to retain the cadres of Haryana Vikas Party (HVP) with the party and of course a show of Kiran Choudhary’s political strength during Smriti Rally to be organized at Bhim Stadium, Bhiwani.

And, the way the rally is planned, Shruti could be projected as an alternative to Bhiwani parliamentary constituency, currently represented by the warring MP, Kuldeep Bishnoi. Similarly, the rally is also considered to perform a check on Bishnoi’s rally scheduled to be held on December 2.
