Anti-smoking drive turns to ashes

Chandigarh: The anti-smoking drive of the Chandigarh Police seems to have gone up in smoke. The drive, which was launched with fanfare on July 15 to make Chandigarh the first smoke-free city in the country, is gradually losing steam.

Figures available from July 15 to October 31 reveal that the police booked 1,175 persons for violating the provisions of the Cigarette and other Tobacco Products Act, 2003. But only 15 violators have been prosecuted till date.

The number of persons booked for breaking the law is dismally low in October. A police officer said no serious effort was being made to enforce the law. It was only when senior officials asked to launch a drive, the policemen booked the violators.

In all, the police booked 108 shopkeepers for violating the law. Three out of the four police stations of the South sub-division, including Sectors 31, 36 and 39 police stations, have failed to catch a single shopkeeper violating the Act.

Roadside cigarette and tobacco products’ vendors continue to sell intoxicants to minors and some are running business near educational institutions. Their presence indicates that they are rarely fear policemen on beat duty.

During the first four months of the drive, the East sub-division of the Chandigarh Police booked a maximum number of persons (467) for smoking at public places. As many as 65 shopkeepers not complying with the provisions of the Act were also booked. At the South subdivision, 363 persons were booked.

‘Talibanisation’ is passe at Mundigari

CHANDIGARH: Medieval ways and means of life at Mundigari village, 25 km from Karnal, first highlighted by TOI, witnessed drastic changes in villagers’ attitude within one-and-a-half months, courtesy efforts made by an NGO and district administration.

On Saturday, Niyaz Hasan, ex-sarpanch of the village said, “Within 45 days, about 30 families have bought new television sets.” People were now opening to changes happening around them, he said. However, he said, it wasn’t as though the whole village was “Talibanised” then. Due to pressure from certain quarters, the whole village had to abide by certain verbal edicts. A Karnal-based social worker, Raj Singh Chaudhary, said the district administration has started a cleanliness drive in the village. Also an educational awareness campaign has been taken up in the village after it came to light that not a single person has ever been employed as a government servant. The only woman, who was employed as an anganwadi worker, Jaiton, was given a compensatory job after her husband, who was in the army, died long ago.

Chaudhary said that about a dozen youths have recently filled up forms to take up jobs in Haryana police. Even CD players, radios sets and mobile sets have increased in the village during the past one month, sources said.

Earlier, deputy commissioner of Karnal, BS Malik and sub-divisional magistrate (SDM) RK Singh visited the village to see for themselves the state of affairs there. Talking to TOI, Malik however clarified, “I don’t think there is anything special about the village as regards sanitation. I had gone there after the monsoons, which was a kind of regular affair. For the cleanliness drive, the BDO concerned had visited the village.”

Dera head gets relief against arrest

CHANDIGARH: Justice LN Mittal on Saturday adjourned hearing on the bail plea of Dera Sacha Sauda head Gurmeet Ram Rahim Singh to February 12. The interim relief against arrest granted to the Dera head will continue till the said date.

The Dera head had also been asked to join and cooperate with investigations on December 8 when a special Punjab Police team will go to Sirsa to interrogate him.

The Dera head had moved the plea for pre-arrest bail in a case registered against him by Bathinda police. A case was registered against the Dera head for his alleged imitation of Guru Gobind Singh by wearing clothes resembling those of the Guru and also offering Jam-e-Insan to his followers at a ceremony.

The petitioner had averred during previous hearings that he had no intention of imitating the tenth Sikh Guru whom he held in great esteem and thus had done nothing to hurt the feelings of the Sikh community.

It was also averred that the FIR was registered against him due to politics of vendetta pursued by the present government in Punjab. The Dera head had also submitted that the present Akali-BJP regime was baying for his blood following media reports that the Dera had given the call to its followers to support the Congress during the last assembly poll.

Doctor arrested for negligence

CHANDIGARH: Bhiwani police on Sunday arrested a deputy chief medical officer on charges of negligence causing death.

Anand Swaroop Gupta, the accused medico, was booked in the case following death of a woman who was allegedly given wrong blood in June this year. The doctor alleged foul play on the part of the investigating officer. The incident took place in May this year when the victim woman was operated upon at Biwani civil hospital. During operation the surgeon asked the attendants to arrange for blood. While the woman’s blood group was A+ve, she was administered B+ve blood.

She developed complications and was rushed to PGIMER Rohtak where she died. Acting on the complaint of her husband, a case was registered at Bhiwani. Since then the matter was under investigation.

‘I-Pay’ machines keep queues at bay

Panchkula: With the installation of two ‘I-Pay’ machines by Haryana power utilities in the city, the long queues for depositing electricity bills have now become a thing of past in Panchkula.

The I-Pay machines are very similar to the ATM machines. With them, bills can be deposited anytime from 8 am to 8 pm with the utilities on any of the weekdays. The machines do not work on Sundays. For the convenience of customers, more such machines are to be installed in coming months.

“The whole concept behind I-Pay machines is to facilitate the customers of power utilities. The machine works on a pattern that is very similar to ATM machines. Likewise, they have a touch screen and all one has to do is follow the instructions that appear on the machine. The machine accepts cash and cheques both, and also gives the receipt for the amount of electricity bill deposited by the customer,” informed a senior official of Uttar Haryana Bijli Vitran Nigam (UHBVN) on condition of anonymity.

Though two machines have been installed in the Industrial area, more will be installed in central parts of the city, the official said.

Anil Nagra, SDO, UHBVN said, “One machine is planned to be installed at the Sector 8 market point, while the other is proposed to come up in Sector 20, Panchkula. An official person is always available to guide customers about the use of the machine. Ever since the machine has been installed, long queues at cash counters have become a thing of past.”

Derailed goods train delays many others

Chandigarh: The derailment of a goods train on tracks near Panipat in the early hours this morning resulted in the delay of major trains coming into the city.

On account of the blockade of tracks due to derailment, Himalyan Queen (4095/4096) was cancelled, while Shatabdi Express (2011) was routed via Saharanpur and arrived late by almost 5 hours than its normal time. The train that was scheduled to arrive here by 11 am today came at 3.45 pm, causing a lot of inconvenience to the passengers.

The Paschim Express (Kalka-Bandra) arrived at 7.35 pm, four hours behind its scheduled time of 3.30 pm, while Unchahar Express that arrives at 9.20 in the morning was expected to reach the city by 11pm.

The cancellation of Himalyan Queen, that was to depart from here, led to inconvenience to many passengers who could be seen waiting at the station looking for an alternate arrangement. “We had no idea that the train was cancelled. I have just come from Shimla to catch the train,” said a passenger with his reservation ticket in hand.

Many such passengers could be seen rushing towards the Unchahar Express that was about to leave from platform number 2 at around 4.30 pm.

CopyCATs bring Bengal police to city, two held

Chandigarh: A Team of West Bengal Police nabbed two youths from DAV College, Chandigarh, on the charges of impersonation, cheating and fraud, while they were appearing for the Common Admission Test (CAT), held today.

Gaurav Midha, a student of the NHPI Engineering College, Delhi and Narinder Singh, an Oil India Corporation employee and engineer from Punjab University, were appearing for CAT 2007 examination at the DAV College, Chandigarh. While Narinder is from Sonepat district in Haryana, Gaurav is a resident of Phase X, Mohali. The two were appearing on behalf of somebody else.

According to Ashish Bhattacharya, in-charge of admissions at IIM, Calcutta, the institute received some forms, which had certain discrepancies, from Chandigarh — one of the seven centres under IIM, Calcutta.

The West Bengal police team, comprising of an ASP, Inspector and a Sub-Inspector today conducted raids at various centres in Chandigarh on the basis of information received by their team at South 24-Parganas district, West Bengal.

“A case was registered at the South 24-Parganas police station, and raids were conducted in Chandigarh in follow up to the case there. The case was registered on the basis of complaints lodged by the authorities of IIM, Calcutta. The authorities alleged that during the scrutiny of forms, certain duplications and discrepancies were noticed. For instance, there were pictures of the same person on different forms, with different addresses. In such exams, students have this tendency of filling multiple forms to get better seats, or for examination centres of their choice, etc. The raids were planned and the police team managed to nab two persons in this regard,” said ASP (Central) Madhur Verma.

Tennis, badminton trials tomorrow

Chandigarh, November 18 The Chandigarh Sports Department will conduct trials to select boys and girls from Chandigarh schools for tennis and badminton in the age category of under-4, under-17 and under-19 on November 20 at 9 am onwards. Trials for badminton will take place at Sector 42 Badminton Hall, while selection for tennis would be held at Lake Sports Complex.

According to KS Bharti, Assistant Director Sports Chandigarh, all the interested players are directed to report their respective convener at the venue along with their identity card signed by the concerned School principal. The selected players will represent the Chandigarh School in the forth coming 53rd National School Games.

SGGS college record wins in volleyball and ball badminton

Chandigarh: SGGS College for Women Sector 26 outplayed Dashmesh Girls College, Badal 3-1 (20-25, 25-18, 25-22, 25-18) in a league match of PU the Inter College Volleyball (Women) Tournament held at PU grounds here today.

In another match, Khalsa College for Women, Ludhiana, blanked MCM DAV College-36 3-0 (25-14, 25-20, 25-14).

In the last match of the day, MCM DAV College tasted defeat at the hands of Dashmesh Girls College, Badal 3-1 (25-19, 16-25, 15-25, 15-25)

In ball badminton SGGS College Sector 26 drubbed PU Campus team 2-0 ( 29-21, 29-19) in the first semifinal match on the opening day of PU Inter College Ball Badminton (Men) Tournament held at PU grounds here today. In another semifinal, DAV College, Chandigarh crushed GGD SD College-32 2-0 ( 29-22, 29-17)

Malaysian duo clinches open doubles title

Chandigarh: Malaysian duo of Zaiham and Jimmy clinched the open doubles title defeating Arshad and Ankur of India 5-2, 5-4, 5-1 in the final of the India Open International Masters Series 2007 Table Soccer Championship which concluded at the St Stephen’s School in Sector 45 here today.

Indian pairs of Ashish and Ankit, Gurpreet Singh and Arjun and Gagan Chawala and Rahul finished third, fourth and fifth respectively. Jyoti Kaushik of India outplayed Tarandeep Kaur 5-0, 5-2 in the girls singles final. Simran took the third position. Koen of Belgium downed Zaiham of Malaysia in the open singles final. Amritpal and Pawandeep of Inida emerged winners in the doubles by defeating Amanpreet and Antarpreet. The Under-17 singles title went to Devesh Singhal of India.

Union Minister of State for Finance Pawan Kumar Bansal distributed the prizes. Among those present on the occasion were Ravinder Talwar, chairman Table Soccer Federation of India, President Chandigarh Youth Congress HS Lucky, General Secretary CYC Babla Banyan Tree Principal Ritu Mahajan and Vice Principal Jyoti Ashija and TSFI President Balwinder Singh Johl.
