Kabaddi lessons for Englishmen

CHANDIGARH: It’s not about scoring goals or making runs, but about how well and long one holds his breath and how far he can go. With soccer constantly at the top of the sports charts in England and cricket losing out on its popularity, the English, who taught the Indians the game of cricket, are in return seeking to enhance their skills in kabaddi, a sport that traces its origin to India.

A kabaddi team of British army, formed four months back and currently in India to take tips in and learn the tricks of the game, is heading to Jalandhar to take part in a local tournament.

The British soldiers will participate in the annual Mata Chanan Kaur Punjab sports championship that started on Thursday.

The English team, which would be in Punjab for the first time, is already being rated as one of the best.

It recently played against the Indian army team, almost winning the match. British soldiers also played a friendly match against Mumbai police on Thursday, which they again lost, but not before putting up a tough fight. The team members, trained by former national kabaddi coach Ashok Das, have been playing matches in Britain too.

Official to GM, due to judicial delay

CHANDIGARH: Reams have been written about the snail’s pace at which our legal system works. Here is yet another classic example of the judicial sluggishness though the saving grace is that the delay has ended on a happy note.

Chand Singh is not an ordinary soul. He persisted and waited patiently for 22 long years to get justice and thankfully his quest for justice did not go in vain. With a single stroke of your honour’s mighty pen, his fortunes have taken a quantum leap, even though belatedly.

Promotion was all that Singh had wanted. He had the age, law and qualifications on his side but the Punjab and Sind Bank, his employer, apparently thought otherwise.

The bank’s intransigence in denying Singh his due led to a prolonged legal battle starting in 1980s, a battle that was grossly unnecessary in the first place. After losing out in the lower courts, Chand Singh entered the hallowed realms of the Punjab and Haryana High Court in 1985. Utterly optimistic and keen to fight it out to the last, he would have never imagined that his plea would go unheard for more than two decades.

10 IPS, six HPS officers transferred

CHANDIGARH: Haryana government on Friday issued the posting and transfer orders of 10 IPS and six HPS officers.
Anil Dabra, inspector general of police, modernisation and welfare (M&W) has been posted as IGP, Rohtak range against a vacant post. YP Singal, IGP, Hisar range has been posted as IGP security in place of KK Mishra, who has been made IGP railways and commandos against a vacant post. SS Deswal, IGP, Ambala range and KK Sindhu, IGP crime will swap their places of posting.

BS Sandhu, IGP personnel is now IG M&W. AK Dhull, awaiting posting, has been posted as IGP, Hisar range. Manjit Singh Ahlawat, DIG/CID has been posted as joint police commissioner, Gurgaon against a vacant post. Alok Kumar Roy, awaiting posting orders, has been made DIG training against a vacant post. Charu Bali, SP/DGP’s flying squad has been posted as AIG/admn against a vacant post.

Kulwinder Singh, additional SP/CID has been posted as additional SP/DGP’s flying squad. Arun Kumar, awaiting posting orders, will now be DSP, state crime branch, against a vacant post. Rajinder Singh, DSP, state crime branch, has been posted as DSP detective, Yamunanagar, against a vacant post. Vinod Kaushik, DSP, 2nd IRB, Bhondsi, has been made DSP, AEC, Kaithal, against a vacancy. Sabha Chand, DSP, state crime branch, has been appointed as DSP, Kosli in place of Balwan Singh, who has proceeded on leave. Randhir Singh, DSP, 3rd IRB, Bhondsi has been shifted in the same capacity to 4th IRB, Bhondsi. The transfer orders of Hari Ram, DSP, Pehowa to Ist Bn, HAP, Ambala have been cancelled.

Govt to make ayurvedic drugs

CHANDIGARH: Punjab health department has started an in-house manufacturing facility for ayurvedic drugs at its Patiala pharmacy to prepare genuine drugs from medicinal plants and herbs under scientific supervision. Raw material worth Rs 1 crore has already been purchased for manufacturing of these drugs. Speaking after inaugurating a refresher course for senior ayurvedic medical officers here on Friday, health minister Lakshmi Kanta Chawla said Punjab is the first state to start this novel experiment to provide genuine ayurvedic drugs. Besides, vigilance wing of the department has been strengthened to check the production and sale of spurious ayurvedic drugs in the state.

Mann steals show on last day of Parivartan 2K7

SAS Nagar: Famous Punjabi singer Harbhajan Mann today enthralled audience with his marvelous performance on the concluding day of ‘Parivartan 2K7’, organised at the Chandigarh Group of Colleges (CGC), Landran.

In his grand performance, which lasted for almost four hours, Mann made the audience to dance to his tunes. Songs like Kal Subah Nu Pata Nahi Kee Hona, Gallan Goriyan Vich Toye and Yara Ve Yara generated enough excitement among students that they started dancing in the stalls. Mann also sang Lal Duppat, Sammi Meri Var after repeated demands from the audience. Noted lyricist Babu Singh Mann was also present on the occasion.

The programme was followed by the lucky draw and prize distribution ceremony. Harbhajan Mann and the members of CGC management distributed prizes to the winners of different events.

In the group dance competition CGC Rockers were adjudged as the winners. While in the group dance folk category the first prize was given to Apna Punjab. In the couple dance competition Antony & Group were adjudged as winners and Anajli and Satbir secured the second position. In the solo dance contest Harsimaran bagged the first prize. Amanpratap & Sabina were adjudged as Mr and Ms Parivartan, respectively. Taaru, Ritu nad Gaurav Jain were the lucky winners of the draw.

Hooda announces awards for scribes

Chandigarh: The Haryana Chief Minister, Bhupinder Singh Hooda, has announced to give 11 state level and 140 district level awards totaling Rs 37 lakh to mediapersons for excellence in journalism. These awards will be in addition to the already instituted two state level awards.

The Chief Minister today gave away two state level awards instituted by the Haryana government for excellence in journalism on the occasion of National Press Day. He also awarded five Veer Yagya Dutt Sharma Memorial Awards on behalf of Chandigarh Press Club at a function organised jointly by the Haryana government and Chandigarh Press Club here today.

The Chief Minister conferred Shri Satpal Saini Samriti Sreshtha Patarkarita Puruskar to Hemant Atri, special correspondent of Dainik Bhaskar for his feature “Kokh me Jaghe Beshak Na Ho, Sara Akash Hamara”, highlighting the issue of female foeticide and immense potential of girls to excel in life. Hooda also conferred Shri Rajendra Hooda Samriti Navodit Sreshtha Patarkarita Puruskar to Geetanjali Gayatri, senior special correspondent of The Tribune for her newsitem, “Admissions in Government Primary Schools at All Time Low” and its impact story titled as “No Birth Certificate for Haryana School Admission”.

Each award carried Rs one lakh in cash, a shawl, a book, a certificate and a memento. The Chief Minister appreciated Hemant Atri’s decision to donate his award money to a social organisation called Sarvdeshik Arya Yuvak Parishad, Delhi, which is engaged in creating awareness about female foeticide and welfare of the youth. The Chief Minister gave a cheque for Rs 25 lakh to Chandigarh Press Club. Hooda announced that the 11 new state level awards would be awarded for the work in the fields of development, culture and “sadbhavna”.

Radiologists’ meet at PGI: Experts dwell on quality assurance in diagnostics

Chandigarh: Lamenting the lack of any licensing authority for the radiological technologists in India, the experts, on the second day of the Asian Conference of Radiological Technologists at PGI, said the country must have a proper authority to maintain the quality of the manpower in the sector.

“It was highly recommended that India too should have a licensing authority for the profession of radiological technologists. Countries such as Australia, Japan, Taiwan and Thailand have excellent training programmes and have got a national licensing authority which regulate the education and training of the radiographers and radiological technologists before they perform clinical practice in radiography or radiology. India must work on developing such a model,” said experts at the conference.

An International Symposium on Education and Training of Radiological Technologists in the different countries of the world was held in the morning in which participants from Australia, Japan, Taiwan, Thailand, India and Nepal spoke on the prevailing system of education and training in their countries.

Dr D D Deshpandey, Chief Medical Physicist from Tata Memorial Hospital, Mumbai, said that diagnostics has very wide range of equipment — from simple X-ray machines to modern CT and MRI diagnostic machines. He said that among the man-made radiations, X-rays were the most that the public was exposed to. He said 70 per cent of the exposure to radiation is through diagnostic radiography, whose harmful effects, if any, have been taken care of by advanced technology.

CFSL scientists honoured for service, achievements

Chandigarh: Three scientists of Central Forensic Sciences Laboratory (CFSL), Chandigarh —- Dr RS Verma, Director CFSL, Dr SS Murthy, Senior Scientific Officer (Ballistics) and Bhanu Pratap Singh, Junior Scientific Officer (Ballistics) have been conferred the prestigious Home Minister’s Award 2006 for their outstanding contributions and achievements in the fiend of forensic sciences.

Union Minister of State for Home Affairs, Shriprakash Jaiswal, conferred the awards at the 18th All India Forensic Science Conference 2007, held at Kolkata today.

Dr RS Verma, who has done his MSc (Hons) and PhD in Chemistry from Panjab University, Chandigarh, was also awarded the President’s Police Medal in 1997 for his meritorious services. Dr Verma has acquired specialisation in forensic chemical analysis comprising narcotic drugs analysis, explosives and post-blast investigations in the field of toxicology.

Dr Verma and his team had solved various criminal cases of national and international importance. Since 1995, Dr Verma is holding the post of Director, CFSL, Chandigarh.

Dr Verma is also a nominated member of the International Crime Prevention, United Nations Office for Drug Control and Crime Prevention. Besides being an expert-member in UPSC, State Public Service Commissions, Universities and Scientific Institutions, Dr Verma is also the author of over 50 national and international research papers. Five of his research papers have been adjudged and awarded as the best scientific papers in different All India Forensic Science Conferences.

Police fine, impound buses for unscheduled stops

Chandigarh: In a special drive launched to check roadways buses halting at unscheduled places, particularly near the roundabouts on Dakshin Marg, the Chandigarh Traffic Police today challaned 13 buses and impounded one Himachal Roadways bus for violations.

It is pertinent to mention that the inter-state buses which have an exit route from the city via Dakshin Marg had been halting at unscheduled places ignoring the bus stops on the route. The three-hour drive commenced at 4 pm. Fifty police personnel were pressed in the drive at five roundabouts from Kisan Bhawan to the Poultry Farm, Industrial Area, on Dakshin Marg. The drive will continue in the coming days also.

PIL in HC seeks compulsory, free education for children

Chandigarh: A Division Bench headed by Chief Justice V K Jain today issued notices to the State of Punjab on a PIL seeking free and compulsory primary education for all children in the state. The petitioner has sought directions for enforcement of the provisions of Punjab Primary Education Act, 1960, to provide free and compulsory education to all children between the age of six and fourteen. According to the plea, the enforcement of these provisions was dependent upon the order to be issued by the state government, which, however, was never issued.

The petitioner has further submitted that under Section 4 of the Act, there is a provision for appointing attendance authorities whose duty is to annually prepare lists of children in specific areas in the manner prescribed.

Under Section 5, it is the duty of the parents to ensure that their child attended an approved school unless there was sufficient cause, within the parameters of Section 5 of the Act, for not attending such a school. Under Section 15 of the Act, the Gram Panchayats are designated for adjudicating the offences committed within their jurisdiction under this Act. Further, the state government had also enacted The Punjab Primary Education Rules, 1961, under the Act.
