Khaira seeks quashing of FIR, alleges harassment by Bibi Jagir Kaur

Chandigarh: The Punjab and Haryana High Court has issued notices to Bibi Jagir Kaur, former MLA, Kapurthala District; Senior Superintendent of Police (SSP), Kapurthala, on a petition filed by MLA Sukhpal Singh Khaira.

Khaira has sought quashing of an FIR registered against him on charges of wrongful restraint, damaging property in Police Station, Subhanpur, Kapurthala District, terming it to be false, illegal and arbitrary. Khaira had also sought that the FIR be stayed during the pendency of the petition. Justice Nawab Singh of the High Court issued notices to the parties for November 13.

“I was elected after defeating Bibi Jagir Kaur (SAD) by a huge margin and a thumping majority in my favour. This is a clear indication of the electorates’ mandate. I am being harassed and victimised for this reason only, at the behest of Jagir Kaur,” alleges Khaira in his petition.

Khaira has also accused Jagir Kaur of leaving no stone unturned in misusing official machinery for unleashing personal vendetta. He has accused Pal Singh, a driver from Kapurthala, of giving false statements against him to the police at the behest of Jagir Kaur. It might be mentioned here it was on Pal Singh’s statements that the case was registered under Sections 341, 294, 427, 382, 147, 149 of the IPC.

Pal Singh had alleged in his statement that he was abused and threatened by supporters of Khaira and the tyres of his truck were deflated.

AIDS body accused of discussing HIV report

Chandigarh: In a breach of confidentiality, the State AIDS Control Society (SACS), Chandigarh, has been accused of openly discussing the test report of a HIV positive person during its monthly meeting.

According to Pooja Thakur, the president of Network of People Living With HIV/AIDS, Chandigarh, her CD4 count test report was openly discussed by Dr Kavita Chavan, Deputy Director, Sexually Transmitted Diseases, SACS.

“My CD4 count was openly discussed with 14 other counsellors. Dr Chavan also asked me why I was not on ART (Anti-Retroviral Treatment),” said Thakur. “My CD4 count is confidential and so is my treatment modality. How can the SACS breach a patient’s confidentiality?” she asked.

Thakur has always been open about her HIV positive status. “I felt comfortable revealing my status. But as an HIV positive, I might have opportunistic infections and symptoms. I don’t want the entire world to be discussing that,” she said.

Fellow counsellors and NGO workers have been treating her more like a patient ever since, she said. “Every time I go for a meeting they ask me if I have started ART or not. They don’t treat me like a peer any more,” Thakur said.

PU Campus, GGDSD register win

Chandigarh: Hosts Panjab University Campus beat GN College of Narangwal 10-7 on the first day of the Panjab University Inter-college Handball (men) Tournament on the PU grounds
here today.

The other team, which won the match, was GGDSD College.

The team beat PU Campus 27-8 in the match.

In Kabaddi national style inter-college tournament, MRS College, Malout, beat Khalsa College, Gardhiwala, 80-25.

Sanjay Public School lift trophy

Panchkula: Sanjay Public School, Sector 44, lifted the CBSE Football Cluster XIII trophy, defeating New Public School, Sector 18, Chandigarh, by 3-1 in the final match of the tournament at Satluj Public School, Sector 4, here today.

Sukhman of NPS scored the first goal in the 39th minute. Manoj equalled the score in the 55th minute and extended the lead 2-1 in the 60th minute. Rakesh sealed the victory 3-1 in the 73rd minute.

The match for the third position was played between Shishu Niketan School and Vivek High School, Sector 38, Chandigarh, in which the former won by 2-0. The first goal for Vivek was scored by Amreet in the 34th minute while the second was netted by Ritvik in the 39th minute.

Earlier, in the first semifinal match between Sanjay Public School and Shishu Niketan School, Sanjay team got the better of their rivals by 2-0.

NPS beat Vivek by 3-0 in the second semifinal.

Pritam Singh, director of Satluj Public School, was the chief guest.

One more dies of dengue; another in hospital

Chandigarh: Dengue claimed one more death in the city here today. The deceased has been identified as Priyanka (13), a resident of Sector 35.

This is the second death of a dengue patient in the PGI during the last three days.

Whither seriousness?

Officials implementing the national vector-borne diseases control programme have been making tall claims about speeding up public awareness measures. However, locations selected by the department for awareness speak volumes about the seriousness of the campaign. A bus queue shelter situated on the road separating Sectors 21 and 18, near the ISBT roundabout, carries hoardings bearing the message about dengue. However, the shelter is covered with trees and is barely visible to passersby. Also, it is seldom used by passengers due to its proximity to the ISBT.

According to information, Priyanka was admitted at the government multispeciality hospital yesterday and was referred to the PGI today.

Against just one case of dengue reported from the city till September last year, the number this year has already touched 13. The health authorities are closely watching the situation as the following three months i.e. October to December witnessed 181 cases of dengue here last year.

SBI fined for wrong debiting

Chandigarh: The State Bank of India was directed to pay Rs 22,500 to a complainant for wrongly debiting the amount from his credit card.

The bank had earlier made a request to the consumer forum to file a reply and evidence on July 10. After this, the case was adjourned twice.

The president of the forum, L.R. Roojam, stated: “It is surprising that a bank like the State Bank of India which is extending SBI card facility to the public has not filed a written statement to the complaint to defend its case from the records.”

Trilok was sent a copy of the purchase slip of Rs 22,500 by the bank. He told them that his signature did not match with the one on the purchase slip. He also sent a photocopy of the credit card through fax to the authorities concerned but the matter was not resolved.

The forum said: “We are satisfied that the bank has wrongly debited the amount of Rs 25,500 to the complainant’s SBI card, even though he has not made any purchase. This is an established case of unfair trade practice.”

Cave-in: Close shave for two

Chandigarh: Two labourers had a providential escape this afternoon when earth caved in at a construction site in Phase II, Industrial Area.

They had got buried under the earth and were rushed to the GMCH-32 from where they were discharged after first aid.

The police said Guru and Vijay Anand got buried while digging the basement of a showroom. They were 10 feet into the ground when the earth caved in.

The labourers were pulled out after about 30 minutes. One of them suffered head injuries while the other sustained minor injuries.

The police said the matter was being looked into.

FCI staff stage dharna

Chandigarh: Employees of the FCI, Chandigarh, staged a day-long dharna in front of the Sector 40 office of the FCI area manager against “anti-employee” policies of the executive director, north zone, Noida.

They demanded the withdrawal of disciplinary action against employees in a five-year-old case, and no disciplinary action against employees till the finalisation of norms on storage losses or transit losses.

They also protested against suo motu opening of already decided vigilance cases. Their other demands include the payment of overtime allowances to employees for actual work done, no compulsory retirement of employees and fresh recruitment at entry level of class II, III and IV employees.

Bhartiya Khadya Nigam Karamchari Sangh (BKNKS) district chairman Yogesh Jairath, sangh’s additional senior state secretary Sutantar Kumar and state FCI chairman, class IV employees, Sukhdev Kumar addressed the gathering.

The employees of the Punjab region will hold a dharna in front of the office of general manager (region), FCI, regional office, Punjab, Chandigarh on October 11.

Officer suspended for fake ration cards

Chandigarh: The district administration today suspended an assistant food and supplies officer (AFSO), Shiv Shambu Sharma, for issuing rations cards against non-existing addresses.

The director, food and supplies, has also recommended registration of an FIR against him. The suspension orders were issued on the basis of findings of an inquiry conducted by officials of the food and supplies department.

The AFSO had recently been reinstated by the administration on the directions of the Punjab and Haryana High Court. The case pertained to an FIR registered by the operation cell of the Chandigarh police.

The director, R.K. Rao, said such officials would not be tolerated at any cost.

Official booked for fraud

Panchkula: Saketri resident Balwinder Singh was booked for fraud, arrested and remanded to one-day police custody by the district court, here yesterday. The Haryana Vigilance Bureau had nabbed Balwinder, one of the three accused of committing fraud by taking compensation from HUDA for land acquisition.

Police sources said that Balwinder Singh alias Babli along with his brother Harjinder and his father-in-law Shivram had claimed compensation of Rs 23 lakh from HUDA for Gajjan Singh’s land.

Balwinder, a lambardar, got to know from Gajjan’s relative about his death in Malaysia and planned the fraud in connivance with his brother. They decided to produce Shivram as Gajjan Singh and even submitted affidavits for it after due attestation. They allegedly pulled this off in connivance with tehsil officials and got a sum of Rs 23.12 lakh from the LAO in lieu of land acquisition. This sum was deposited in Balwinder’s account and later half of it was transferred to his brother’s account.

While Balwinder was arrested, the other two accused in the case under Sections 420, 468, 419, 467, 471 are still absconding.
