Industrial Area conversion to see more trees fall

Wednesday, September 5th, 2007

Courtesy the Chandigarh Administration’s conversion policy, which will change the industrial area into a commercial hub, over 250 trees have already been felled to accommodate multiplexes and malls in Industrial Area, Phase I. Our correspondent updates the development and industrialists’ grouses, as the second year of conversion policy comes to an end this month

Chandigarh: So far, 39 units have opted to deposit money to get their industrial plots converted to commercial. And this might be just the beginning of a series of ‘unforeseen’ changes that the administration would bring in to make its policy a success.

The second year of the conversion policy draws to an end this month and the administration, apparently to lure more industrialists, has said this might be the last chance for the owners of industrial plots to opt for conversion to commercial units. But, despite the payment of huge sums of money (over Rs 50 crore already deposited with the administration), industrialists, especially the owners of small plots measuring less than 2 kanals, feel that much more needs to be done.

WHAT IRKS INDUSTRIALISTS?
*A majority feels that the administration’s machinery has been moving extremely slow to clear plans and architectural drawings. They complain that while the administration is going all the way to accommodate bigger malls by widening the roads, the demands of small plot holders are being overlooked by means of imposing heavy restrictions.

Residents question MC’s selective policy in laying paver blocks

Wednesday, September 5th, 2007

Chandigarh: Failure of the concerned Chandigarh Municipal Corporation officials to remove the beautification done by some residents in front of their houses in Sector 16D has raised many eyebrows.

Not happy with the pick and choose method of the corporation, some residents complained that paver blocks were not laid in front of some houses with the intention to save the beautifications done by them.

Some residents of Sector 16D have even submitted a written complaint to Municipal Commissioner P S Aujla in this regard. One of the residents, in his complaint, has welcomed the decision of the corporation to provide paver blocks along the roadside for the benefit of schoolchildren and senior citizens.

At the same time, however, the resident, in his letter has expressed surprise over the paver blocks not being laid in front of some of the houses.

At present, the corporation — on the lane that starts from Sector 16 market towards the school and extends further — is laying paver blocks for the construction of footpath. Barring some houses located at the end of this lane, paver blocks are being laid in front of rest of the houses.

‘Industrial policy to ensure level playing field for industrialists’

Wednesday, September 5th, 2007

Chandigarh: Chief Minister Parkash Singh Badal today said the new industrial policy must ensure a level playing field to all industrialists and entrepreneurs. Presiding over a high-level meeting to discuss the formulation of a new industrial policy of the state with a delegation led by Dr Isher Judge Ahluwalia, an economist engaged as lead consultant by United Nations Industrial Development Organization (UNIDO) for the Punjab project, Badal said the proposed policy should counter the negative aspects of the incentives extended to neighbouring states that had resulted in massive shift of the industry from the state.

Badal urged Ahluwalia to suggest measures for inviting fresh investment in the state and for the revival of the existing industry by optimum utilisation of the strengths of Punjab.

He pointed out that the new industrial policy should aim to increase the contribution of the manufacturing sector to gross state domestic product to over 20 per cent to increase the growth rate of manufacturing sector to bring it at par with the national growth rate and to make Punjab the most competitive destination for investment in the country.

The Chief Minister underlined the need to revise small-scale industrial units in the state that were becoming sick due to global competition and locational disadvantages in Punjab. He also highlighted the issue of freight equalisation, which has adversely hit the industrial growth of the state and pointed out that this must be addressed on priority.

Soon, easy access to healthcare in southern sectors

Wednesday, September 5th, 2007

Chandigarh: The UT health Department is shortly going to start a public-private partnership (PPP) model for primary healthcare which would benefit the residents of southern sectors. Under this model, the administration would accredit NGOs and charitable institutions for providing primary healthcare.

“Accreditation will be done initially for a period of one year and can be extended annually,” said UT Home Secretary Krishna Mohan. “But accreditation can be withdrawn any time on account of malpractice or misappropriation,” Mohan added.

The space for setting up health care centre under the plan would be provided by the administration, while the NGO/charitable organisation concerned has to ensure availability of doctor and paramedical staff for six hours everyday.

“The timing can be fixed according to public convenience and both allopathic and AYUSH doctors are welcome to apply,” Mohan said.

The idea behind this scheme is to provide immediate healthcare to the increasing population in the Southern sectors of the city. “The provision for a hospital catering to the southern sectors has already been included in the 11th five year plan,” said Mohan. “However, that will take some time. In the meantime we have put in place a PPP model to fulfill health needs,” he added.
